I don't know wether this changes gameplay, because it's practically a walking sim. But I would say the weather plays a big part in 'everybody's gone to the rapture' :))

No Forza Horizon 4 which has best dynamic Season mechanics to date. Hmm.. ok

RDR 2 has the best weather systems of any game I've seen and they accomplished it on the previous gen consoles. Just imagine what Rockstar could do with the next gen consoles.
I just hope Rockstar get out that GTA Online and Red Dead Online bullshit and gives us good singleplayer games like they used to before 2013.

No Pokémon mention..? Certain species are only found in certain weather conditions, and certain moves become stronger in some way or even change their typing based on the weather…
BoTW it's always friggin' raining when I'm trying to climb somewhere! Not a fan of waiting it out or having to remove my metal gear to avoid lightning strikes…

How about The Division 2? When it rains, I use it as cover and do a sneak attack on my enemies. I can't see them either some times.
Gears 4. The wind flare sections are insane.

Dam I’m old, was hoping y’all include ninja gaiden 2 from nes. First game I can remember that used weather effects on a level.
There were those early Mario games where it could be really windy and blow Mario off the edge or ice levels that made you slide.

A few other games that use weather effects to some degree are Spec Ops: The Line, Fuel, & Cold Fear.
Where the hell is the King Red dead redemption 2 and Forza Horizon 4 ????
Dirt rally 2.0 also does a good job with the weather affecting traction etc
