0:21 Just looks like a huge rain shaft accompanied with hail probably I’ve seen these type of storms it’s not a large cloud on the ground although it may look like it, it is only bands of precipitation looking at the front end of the storm

2:14 Happens just about anywhere in the world when large scale thunderstorms occurs, shelf clouds are attached to the base of its parent cloud which is usually a thunderstorm cumulonimbus
